Governance of the ABC Programme is provided by the ABC Working Group, which includes representatives from DCYA, Atlantic Philanthropies, CES and Pobal. An Expert Advisory Group provides guidance and support in relation to the evaluation of the ABC Programme.
The ABC Programme is overseen by an Interdepartmental Group chaired by DCYA, which includes representatives from seven other government departments, several state agencies, Atlantic Philanthropies, and the two managing agencies, Pobal and the Centre for Effective Services (CES).
In each ABC area, a ‘lead agency’ oversees the programme at a local level. ABC areas are at different stages of implementation. The initial ABC areas commenced implementation of programmes and services in December 2013 and the majority of new areas commenced implementation in autumn 2015.
A range of staff posts have been funded in each area to support the work, including coordinators, early years mentors, speech and language therapists, family support workers, and administrators.
