Child Welfare and Protection Policy
The Child Welfare and Protection Policy Unit (CWPPU) is responsible for developing the policy and legislative framework in relation to child welfare and protection. The Unit also supports the Health Service Executive (HSE) to ensure the implementation of policy and the effective delivery of child welfare and protection services by the HSE at a local level.
Over the past number of years there has been a significant refocus in the delivery of Child Welfare and Protection Services in Ireland. There has been a move towards developing family and community support initiatives in order to identify issues at an early stage and to address them within the context of the family, while at the same time ensuring high quality care structures for any child in need of them.
The Unit is responsible for the following policy areas:
- Children in Care
- Children First Guidance
- Legislation regarding young people in care
- Adoption
- Foster Care
- Residential Care
- Special Care/High Support
- Youth Homelessness Strategy
- Out of Hours Services
- Separated Children Seeking Asylum
- Aftercare

Policy input to implementation of and legislative amendments to Child Care Acts including:
- Ryan Report Implementation (Read Ryan Report)
- Reviews of:
- Death Of Children In Care
- Significant Child Welfare And Protection Issues Both Current and Historic.
