The Report was also circulated widely to bodies outside Government for observations. In addition a number of individuals and other organisations contacted the NCO seeking copies of the Report.

I am very pleased to present this first Annual Report of the National Children's Office (NCO). I took up the position of Director on the 1 March 2002. I have found the work exciting and challenging. During 2002, the NCO grew from a staff of six to seventeen,
so it was effectively a set-up year.
